Assembly 2014: House and Senate Prepare for Medicaid Fight

The formal House and Senate budget proposals won’t be announced until this Sunday but both will offer starkly different visions in regard to Medicaid expansion.  As with last year, budget negotiations are expected to be dominated by differences over expanding Virginia’s health care safety net. The solution to the 2013 standoff was the creation of the Medicaid Innovation and Reform Commission or MIRC, a bipartisan, bicameral task force charged with reforming the state run program and determining if expansion in compliance with the Affordable Care Act makes financial sense for the Commonwealth.  The House Republican majority is firmly against expanding Medicaid this year, saying further reforms must be made.
