Henrico Pandhandling Ordinance Goes to Court in Constitutional Battle

Henrico County is the latest Virginia locality to try to stop panhandling with a new county ordinance.  As Charles Fishburne reports, it brings two seemingly conflicting rights once again  into the courtroom.
