Hold-the-Line Transportation Budget Approved by CTB
The Commonwealth Transportation Board has just approved a six-year budget for highways, rail, transit, bicycle and pedestrian highway projects, and as Charles Fishburne reports, it leaves major highway congestion issues unresolved.
Faced with a continuing and dramatic drop in highway funding, the Board’s six-year $7.8 billion budget is austere.
Caldwell: Basically what we are doing is maintaining what we have.

Caldwell: There are not any major projects in here that address capacity issues; there are not major projects to address congestion in Northern Virginia, Richmond and Hampton Roads areas, where congestion is an issue. Truly, we are just trying to keep our bridges, pavements and existing roadways in the best condition possible with the resources available.
The Richmond area will get a replacement for the Huguenot Bridge, which is showing dangerous deterioration and has currently prohibited bus and truck traffic; and there is money to replace several aging I-95 bridges through town.
