Virginia’s First Woman Tax Commissioner Dies Suddenly
Virginia’s Tax Commissioner Janie Bowen died unexpectedly yesterday morning and as Charles Fishburne reports, she was well-regarded as an innovator and a public servant.
She was 56 and Janie Bowen had spent the last 32 years of her life working her way up through the ranks to become Virginia’s first woman tax commissioner and a true innovator.
Davison: She did not want this to be your grandfather’s tax department.
And it wasn’t. Among the innovations she presided over: online filing, now up to 75%; quicker returns, cheaper to process; telework -- 50% of the department’s 1100 workers do some work at home; an agency intranet to speed information to employees.
Davison: She was just named President of the Federation of Tax Administrators last week. She also won a Telework award last week.

Davison: So she has been really a driving force in the agency.
The department did not release a cause of death. Governor McDonnell praised her accomplishments and noted that she loved public service, and loved Virginia.
