Reaction to Federal Education Proposal
The Obama administration’s plans to overhaul the No Child Left Behind law that went to Congress yesterday promises to “set a high bar – but provide flexibility to reach it. But as Charles Fishburne reports, it may not be flexible enough for Virginia educators.
Federal Money comprises only 6% of a typical school division’s budget, and has always come with strings attached.
Bosher: If the Federal government or even the State asks things of localities that cost them far more than they’re getting, then they can’t afford to accept the gift.

Bosher: And in this case, those gifts come with distinct prescriptions about what should be taught and how schools should be run.
With local school divisions looking at a billion and a quarter in state budget cuts, the one thing they have asked is the right to decide for themselves where to make necessary cuts. Bosher says the Obama overhaul runs counter to that.
Bosher: It may not be consistent with what Virginia hopes to be.
