Nomination Approved for Fourth U.S. Circuit Court

By a vote of 99-0, the U.S. Senate has approved the nomination of Justice Barbara Keenan for a seat on the Richmond-based 4th U.S. Circuit Court of Appeals.

The first Virginia woman to serve on the court has impressive credentials.

Tobias:  Oh, she has 30 years of experience in the Virginia court system at all four levels, nearly two decades on the Virginia Supreme Court.

Carl Tobias, law professor at the University of Richmond says, even so it took a partisan Senate too long to act.

Tobias:  It was just an enormous waste of time.  That was after she waited four months and so that is the definition of a process that is broken.

Both Senators Webb and Warner had endorsed her last summer.  Warner, too, said he was disappointed at the unnecessary filibusters that concluded with two unanimous votes in her favor.

Tobias says the busy Fourth Circuit has been operating too long with too many vacancies, with too much important work to do.
