Some Colonial Heights Residents Resist Improvements
The City of Colonial Heights wants to add more green on the Boulevard but there are some property owners who don’t like the idea.
The project, paid for in part with federal funds that aren’t going to be available too much longer, includes streetscaping and landscaping of private property along a thousand feet of the Boulevard between A Avenue and Charlotte Avenue.
Chuck Henley, who is City Engineer and Director of Public Works, told a special meeting of City Council, it shouldn’t be taking as long as it has. Planning began in 2006 for the $275,000 project. $125,000 in federal money became available in 2008. Henley explained to the Progress Index that this is a three-year obligation project and it’s about half done, so if they don’t get moving the funding could be lost.
While there is support from many homeowners on the west side of the Boulevard some on the east side are resisting. Henley noted that there’s no cost to property owners other than long-term maintenance.
